On s'en tamponne means "we stamp ourselves" or "we don't care"
I wonder what is the reason behind the passion the French administration has for stamped signature. No administration document is valid if it is not signed and stamped.
Either you can find the stamp in every office and then I can't see the value of it, else only one person has it and you will struggle to manage to get it, thus delaying what ever you are trying to obtain.
Once I heard in the subway some tourist say "here everything seems to be very organized but it is not"
I can only agree.
