How to teach the tourists?

That is a real question for me.
The other day, in the metro, a couple was seated on the folding seat, in the main area of the car. One is not supposed to be seated on those seats during rush hours since it gets really crowded. 2 tourists were using the forbidden seats...people were sending an evil glances but it didn't work. I considered talking to them and enlighten them about the way of the parisian people, but I was afraid I would be perceived as an annoying parisian who hates tourists... So, is there a good way to approach tourists when they misbehave in the parisian way?

Usually, I try the evil eye, but you're right, it rarely works.
Stepping on the foot kinda works, or rather getting to close to them to the point they start feeling very uncomfortable, think butt near the face(because I don't care about giving Parisians a bad reputation).

When the sign that tells to not use the folding seats if crowded is near, I have attracted their attention and pointed at the sign.
But even that sometimes doesn't work, some tourists are hopeless...
